Concord City Council Approves Funding for Main Street Streetscape Project

The Concord City Council voted unanimously Monday evening to approve $4.2 million in funding for a comprehensive streetscape improvement project along Main Street, a move city leaders say will enhance the state capital’s downtown for both residents and visitors.

The project, set to begin construction in late spring, includes new brick sidewalks, period-appropriate street lighting, underground utility burial, additional street trees, and improved crosswalks at key intersections between Pleasant Street and Centre Street.

“Main Street is the heart of our capital city, and it should look and feel like it,” said Mayor Byron Champlin. “This investment will make downtown more walkable, more beautiful, and more inviting for the businesses that call it home.”

The streetscape project has been in planning for three years and has incorporated extensive public input. A citizen advisory committee recommended the final design, which balances historic character with modern accessibility requirements.

Downtown business owners have largely welcomed the project, though some have expressed concern about construction disruptions during the busy summer tourist season. The city has committed to phasing construction to keep all businesses accessible and to completing the work before the holiday shopping season.

“We’ve worked closely with the business community to minimize impacts,” said city engineer Patricia Holmes. “No block will be under construction for more than six weeks, and pedestrian access will be maintained throughout.”

Gibson’s Bookstore owner Michael Herrmann said the short-term inconvenience is worth the long-term payoff. “A more attractive Main Street means more foot traffic and more customers. We’re all in.”

Funding comes from a mix of city capital reserves, a state transportation improvement grant, and a federal community development block grant. The project is expected to be substantially complete by November 2026.
